
ELEFA meeting

The Minneapolis Police Department (MPD) has achieved partial compliance with aspects of the state consent decree, according to a recent progress report from the independent monitor overseeing the legally binding reform plan.
The report indicates that MPD is partially compliant with the complete compliance review of final policies and maintenance systems. It also notes that training improvements are needed, specifically to “review and integrate Engaging with Minors policy and crisis intervention training into curriculum.” However, the department has reached full compliance with parts of the wellness and data portions of the agreement.
The findings were presented at a recent meeting where tensions flared between community activists, allies with MPD, and representatives from Effective Law Enforcement For All (ELEFA), the independent monitoring team.
A heated exchange occurred when Stacey Gurian-Sherman, an activist and lawyer with Minneapolis for a Better Police Contract, questioned the role of former police officials in the oversight process, specifically regarding their participation in Community Commission on Police Oversight (CCPO) panels.
“When you have two former police chiefs in ELEFA who are monitoring with the review panels on the CCPO, my question for you is, do you understand the definition of a conflict of interest?” an activist asked David Douglass.
